I finally said "I love you" after a whole year together, and he literally just stared at me like a deer in headlights and said, "Thank you, but I don't operate on that timeline." Everyone in town knows we're together, so did I completely misread this? Maybe I shouldn't have pressured him, I feel so stupid.

Ouch. Hearing "I don't operate on that timeline" sounds less like romance and more like an automated customer service email, so take a breath: you didn't do anything wrong, and having a heart after twelve full months is not an ambush.
Dropping the L-bomb makes you feel completely naked, and when the other person turns into an iceberg, your first instinct is to apologize for existing. Don't. You took an honest leap after a whole year—that’s bravery, not pressure. He panicked, clearly, but hiding behind corporate jargon in a small-town kitchen isn't great form either.
Give the frost forty-eight hours to melt, then clear the air without apologizing for your feelings. You can casually tell him: "Hey, I'm glad I told you where I stand. I don't need you to force words you aren't feeling, but I do need to know if we’re actually walking in the same direction."
Love isn't a business contract. You put your cards on the table; now let him show his hand without you shrinking into the floorboards.
