I'm literally sitting by the pool crying while my best friend gets sunscreen because my boyfriend blew up my phone with 40 snaps in 20 minutes. I swam two laps and now he's saying I don't care about him and accusing me of ignoring him on purpose. Am I supposed to wear waterproof pouches just to prove I'm not cheating? I feel sick to my stomach, like... is this normal concern or am I going crazy?

Put down the waterproof pouch: no, you are not crazy, and no, this isn't "cute concern." This is digital surveillance disguised as devotion.
A summer holiday with your childhood best friend shouldn't feel like parole duty where you have to check in with an officer every ninety seconds. Accusing you of emotional neglect because you dared to get your hair wet is absurd. What he is doing is keeping you tethered to his insecurity so you cannot enjoy a single second without him. That is not love, that is control.
Here is your immediate game plan: send him one clear sentence, then flip your phone onto 'Do Not Disturb'. Text him: "I'm putting my phone away to swim and hang out with my friend today. I'll snap you before dinner. Talk then."
If he melts down over a few hours of pool silence, he tells you everything you need to know about who he really is. Put the phone at the bottom of your beach bag, grab your sunglasses, and jump back in the water.
