Whenever we hang out in my room, he acts like cuddling without getting down to business is some huge personal insult. Now he’s blowing up my WhatsApp saying I 'led him on' just because we lay in bed watching a movie. I’m so annoyed. Cuddling is literally just cuddling, right?!

Yes, cuddling is just cuddling, and holding someone is never a down payment on sex. You don't owe anyone physical escalation just because you shared a blanket.
What he's doing over WhatsApp is called guilt-tripping: trying to turn his personal frustration into your moral failure. When someone treats affection as an entry ticket instead of an experience in itself, intimacy turns into a transaction where you're always in debt.
Don’t get sucked into a massive text debate defending your mood. Keep your reply short and firm: "Laying together watching a movie isn't a promise of sex. If you can't enjoy just being close without expecting things to go further, we need to hang out on the couch downstairs instead."
Watch closely how he takes that. Someone who actually cares about you respects where your line is, even when they wish the night had gone differently.
